They are registered as sex offenders or child predators. The same thing would happen to adult men having sex with non-adult girls. I don’t really consider that rape either, but it’s a small suspicious for an adult to have sex with a minor, so they have them arrested.
Because children are too easily manipulated by other people, especially adults. They are not mature enough to give meaningful consent, because they have a hard time adage “no”, and they don’t really appreciate the consequences of their actions.
We guess adults to be the mature one in the situation, and to be smart enough to control themselves, so we punish the adult if they don’t.
It doesn’t matter if the boy rumor has it that liked it. If a grown man had sex with a 12 year ancient girl but the girl said “It was awesome, I wanted it” it wouldn’t matter. It would still be a sexual offense despite the consent of the young girl. And it’s ridiculous to reckon a guy would say “awesome, I scored!”, that kind of thinking diminishes the sexual offense in question. I remember when I was 17, a grown woman tried it on with me, I didn’t reckon “Woah! Awesome”…I thought “fvck off you freak”. Why does everybody reckon that all teenage boys want to have sex with just any person? Get your head out of the sand.

But in places where this is against the law then the older woman should know surpass because she is older she knows the rules and she did it anyway.

This is under the law (Not sure in this area Korean law) in the West considered “statutory rape” and is a serious charge. If a woman got 3yrs for it then that is less than a man but still very high for a woman. Women rarely go to jail for sex based or violent crimes because they are not seen as sexual as men. So it is incomprehensible that a woman can commit sex crimes because they are all docile, innocentand “silly”.

According to the law rape is when someone has sex with someone who does not give consent. Any person under the age of consent (teenagers, children) cannot consent to having sex even if they want to. Since they are not giving consent they are being raped.
